Nowadays, the increasing complexity of life and the reduction of cultural management in solving urban problems have been seriously challenged and the practice of cultural management can pass the society through a limited and disproportionate stage and public participation can be an important approach to achieve principled goals and Make rational decisions. Therefore, this study was conducted to investigate the role of non-governmental organizations in the cultural management of Tehran Municipality. This research is a descriptive research in the field of correlation in terms of applied purpose and in terms of implementation method. The instrument used was a researcher-made questionnaire containing 15 questions whose validity and reliability were confirmed. The required information was collected from 150 CEOs or senior managers of non-governmental organizations in 1399 by completing a questionnaire using targeted systematic sampling. Data analysis was performed using Smart PLS software and structural equation modeling and partial least squares approach. The results showed that the activities of non-governmental organizations and its dimensions have a positive and significant effect on the performance of cultural management of Tehran Municipality. The greatest impact of the activities of the Samans was on the dimension of social and cultural studies and then citizenship education. The least impact of the Samanas has been on the cultural planning dimension.
